This office provides information and counseling on the health risks posed by substance abuse. The Department of the Army will not tolerate alcohol/drug abuse due to the profound impact upon our defense capability. Consequently, the ASAP has been implemented to combat the ill effects of these problems. The ASAP (formerly the Alcohol and Drug Abuse Prevention and Control Program) was established by Executive Order on 28 September 1971 for the purpose of identifying and treating alcohol/drug abuse problems. The primary objective is to restore individuals to full productive performance.
Eligibility and Services
Active duty, family members of active duty, DA Civilian employees, military retirees and their family members. Both the ASAP and the Substance Abuse Rehabilitation Department (SARD) provide a professional staff trained in the biological, psychological and sociological aspects of chemical dependency. Services provided include:
- Individual Counseling, Group, Family Counseling
- Command Consultation
- Outpatient Counseling
- Arrangement for Inpatient Care
- Coordination with Self-Help Groups (i.e., Alcohol Anonymous, Alanon, Alateen, etc.)
Education Requirement for Soldiers and Civilians
It is a mandatory requirement that 4 hours of prevention education be provided to all Soldiers and 2 hours to all Civilian Employees on a yearly basis. Unit Prevention Leaders are required to assure that the training is completed in their units. The IMCOM-Europe Army Substance Abuse Program has made it even easier for all Garrison personnel to complete ASAP requirements. Presentations are available here. Each Quarterly Training will take approximately 30 minutes to complete. Contact the Prevention Coordinator for training materials or to arrange for an instructor to train your unit.
