The Risk Reduction Program (RRP) is one component of the Army Center for Substance Abuse Programs (ACSAP) services aimed at providing alcohol and drug intervention and prevention services at the installation level.
Originating at Ft. Campbell, KY in 1994 to address a series of high risk incidents, the RRP has expanded to installations throughout the Army.
The primary objective of the RRP is to reduce high risk behaviors (substance abuse, suicide, spouse/child abuse, AWOL, crimes against persons/property, driving while intoxicated, injuries/ accidents, sexually transmitted diseases, and financial indebtedness within the Army), thus increasing soldier readiness.
How does it work?
Data on high-risk behaviors is collected on a quarterly basis from prevention orientated installation agencies (ASAP, Safety, Provost Marshal, ACS/FAP, Preventive Medicine, Staff Judge Advocate, etc.)
This data is then forwarded to ACSAP for processing. Once processed the data is returned, through the RRP POC, to unit commanders in the form of unit specific reports.
Unit commanders can obtain more specific information about the prevalence of high-risk behaviors in their units by using the Unit Risk Inventory.
How does it assist me?
Information obtained from the RRP helps the commander in such a manner that, with consultation from agency representatives, high-risk behaviors prevalent within the unit can be quickly identified and intervention/ prevention strategies, if warranted, can be put into place.
Interventions range from individual chain of command actions and unit-level small group activities, leader, and/or soldier training to installation-wide combined efforts.
Is anything mandatory?
Yes, according to the Deployment Cycle Support Directive dated 26 March 2007, all units are required to have a Unit Risk Inventory (URI) completed NLT 30 days prior to deployment and a Reintegration Unit Risk Inventory (R-URI) completed no sooner than 90 days but NLT 180 days post deployment.
Both the URI and R-URI are anonymous questionnaires designed to screen for high-risk behaviors and attitudes affecting unit readiness and personnel well-being.
