Environmental Compliance

Environmental Compliance is an installation's adherence to the many federal, state, local and host nation environmental regulations.

Final Governing Standard (FGS)

The Final Governing Standard (FGS) for Germany forms a basis for the environmental compliance of US Army installations in Germany. The FGS were developed by comparing and adopting the more protective requirements of the US Department of Defense Overseas Environmental Baseline Guidance Document and German national and state environmental laws and regulations. The FGS consist of:

Environmental Performance Assessment System (EPAS)

An Environmental Performance Assessment System (EPAS) Program was implemented by Installation Management Command-Europe to determine the overall environmental compliance status of its installations and to improve and enhance installation environmental compliance and program management.

External EPAS audits are conducted every three years. In the intervening years, internal assessments are conducted. These assessments are essential for USAG Schweinfurt to maintain a strong compliance posture, to avoid liability and fines, and to prevent risks to the environment and human health. The assessments also help the Garrison to identify non-conformances and potential areas for improvement. Results of the assessment will be used to work out and implement corrective actions in order to continually improve the Garrison’s overall environmental performance.

Environmental Management System (EMS)

A full external Environmental Management System (EMS) audit in accordance with ISO 14001:2004 is conducted in parallel to the external EPAS audit.

All installations had to develop and implement an EMS by Dec. 31, 2009. EMS addresses activities critical to mission execution and determines how to manage the related environmental aspects to sustain operational readiness.

The EMS goal is to systematically identify and proactively manage environmental issues that can potentially hinder mission accomplishment.
