Moving out of Quarters

1. The U.S. Government has assumed the responsibility for ensuring all Government owned and Government leased units are properly cleaned at no expense to the occupant. This procedure eliminates the backbreaking drudgery and emotional trauma involved in meeting the high standards of cleanliness required to clear quarters or paying for a cleaning team out of your own pocket.

2. Occupants of government controlled quarters, who are on official PCS/ETS/ERD orders or who are directed to move for the convenience of the government are authorized to receive government contract cleaning. Government cleaning privileges are not authorized for moves from temporary government quarters to permanent government quarters or convenience moves. Private rental housing is not cleaned under the provision of the program.

3. This does not mean that you can leave your apartment a mess upon your departure. In order to keep contract costs at an absolute minimum, the government agreed to accept apartments in a "broom swept", ready to clean condition.

4. If you have cleaned your apartment on a regular basis, you should have no problem in meeting the minimum standards of cleanliness required for your final clearance. Failure to pass the final inspection may result in charges assessed to you to defray the cost of the additional cleaning or in an extreme case, your departure may be delayed. Final cleaning prior to reassignment will be accomplished by government contract. Occupants will not be given the option to clean quarters with monetary remuneration.

5. Listed below are the procedures for preparing for final clearance of Government Controlled Quarters:

  •  Self Help: Check with the Self Help Issue Point for assistance in securing necessary items in need of repair or replacement (Bldg. 252, DPW Compound, 354-6853).
  • Damages: Damages to quarters or furniture should be reported for correction as they occur. It is the responsibility of the occupant to ensure that maintenance is performed and all items are in an acceptable condition prior to the final inspection. Sponsors are responsible for the protection of government property until they vacate quarters and turn in their keys.
  • Occupant Installed Equipment: Items such as shelves, coat racks, towel holders, etc., may be left in quarters, provided they are clean, serviceable, and do not detract from the appearance of the quarters. These items will be brought to the attention of the inspector. Stickers on tubs, sinks, closets doors, and walls (to include contact paper) will be removed prior to final inspection. Damage caused by the removal of items must be corrected by the occupant or restitution made to the U.S. Government.
  • Keys: All keys must be accounted for at the final inspection. Lost keys require monetary restitution to the U.S. Government.
  • Refrigerators/Ranges: Will be fully operational and complete with all accessories. For repairs or replacement of defective parts call Housing Work Order Section, 354-6357.
  • Storage Areas and Balconies: Area must be broom swept. All trash and personal items must be removed.
  • Painting and Renovation of Floors in Quarters: A government inspector will determine during the pre-termination inspection whether quarters need to be painted or floors need to be repaired.Quarters which have been determined for out-of cycle painting and/or floor repair will be charged to the occupant if considered beyond fair wear and tear.
  • Furniture: Furniture will not be cleaned by the government. Occupants will have to assume the responsibility and clean their government furniture. This includes wooden furniture, upholstered furniture, beds, bedsprings, box springs, bed frames and mattresses. Furniture and appliances will be inventoried at final inspection. Determination of charges, if applicable, will be made by the Furnishings Branch, Bldg. 252, Room #3.

6. Minimum cleaning standards for occupants receiving government contract cleaning are:

  • Floors, Rugs, Installed Carpet: Swept and/or vacuumed clean.
  • Walls and Ceilings: Remove nails, hooks and fill holes as directed by quarters inspector at pre-inspection. Remove contact paper, stickers and adhesives.
  •  Windows: Remove self adhesive curtain hooks.
  • Doors: No requirement.
  • Lighting Fixtures: All light bulbs must be installed and working.
  • Cabinets, Closets, Drawers, and Shelves: All trash and personal items will be removed. Balconies and terraces must be free of weeds.
  • Mirrors: No requirement.
  • Radiators and Pipes: No requirement.
  • Refrigerator: Defrost, wipe down, place on lowest setting.
  • Ranges: Remove excessive grease, burnt/crusted-on food from accessible surfaces (where tools are not required) .
  • Wipe down Kitchens, Bathrooms, Toilets, and Medicine Cabinets: Remove all personal items.
  • Ventilators, Air Vents and Range Hoods: Replace filter only.
  • Trash Cans: Must be empty.
  • Dishwashers: Remove all personal items.
  • Crawl Spaces and Window Wells: Where applicable, remove trash and personal items.
  • Outside Areas: Normal yard maintenance must be accomplished. Remove all personal belongings. Remove oil/grease spots from parking spaces, where applicable. Cut grass and weed flowers beds.
  • Government Furniture: See paragraph 5h.

7. Transportation Requirements: Schedule your transportation appointments for shipment of household goods as early as possible. Coordinate dates for pick-up of household goods and hold baggage with the Transportation Office, 353-8879.

8. TLA Entitlements: You are allowed up to 3 days of TLA or you may remain in your quarters through the date of portcall/departure. Arrangements can be made by notifying the Family Housing Branch, Bldg. 252, Room #1, 354-6712/6448.

REMINDER: Do not pack or ship items you may need for your final clearance of the installation, i.e., housing keys, passports, hand receipts, etc. Schedule your final inspection, at least 20 days prior to your desired termination date.
